And if I were driving to L.A. on I-10, I would tend to agree. But this is TV. To the extent that someone is going 10 under the speed limit on BV, Morse, ECR, 466 or 466A, they are easily passed just as the LSVs and cyclists get passed. Maximum delay I have seen for this , maybe 12 seconds.
This leaves the 30 mph. residential streets. The longest run I know of that you could get "stuck" on would be Morse north of 466, Canal St., Pinellas Place and Hillsborough trail. You would be unlucky if you were travelling the whole length of those roads and the "slowpoke" ahead of you was doing the same---they eventually turn off, so your delay is what?--2 minutes max?
Meanwhile , we have drivers in their 80s and 90s who may be uncomfortable with higher speeds. I'd hate to see someone who survived the Great Depression, survived WWII, and survived 9-11 killed because they were pushed to drive at speeds above their ability.
