The Africans that captured and sold other Africans are just as much on the hook for reparations as anyone else.

I believe that it was Dutch Traders who traded goods including guns and ammo to the African Tribes which captured and delivered other Africans of different tribes to the African coast into slavery .

Slavery was approved in the colonies by the English Monarchy and went on for well over 100 years before the US became a newly formed Nation with a constitution . By that time slavery was unfortunately woven deep into the economic fabric of Southern life .
Further the " 3/5s Compromise " tilted the balance of political power to the " Slave States " as they ended up with a majority of representatives in The House and The Electoral College .
It took nearly 100 years for the North to move from a primarily agrarian driven economy to an industrial and more urban based economy and then the weight of political power favored the North paving the way for the " Slave Issue " to finally be challenged .
