And based on the opposite logic, nothing would be open without cost - tennis, pickleball, neighborhood pools.

Which is exactly the point I am making - would you prefer to pay separately each time you wanted to use any facility, or would you prefer to have it run communally where you pay a monthly fee and can use whatever you want?

I have no idea why the fitness centers charge, but just because they do is not a valid reason for starting down the rocky road of having other facilities charge, too.
