I am guessing that there will be a number of Villagers who will want to use an indoor pool for "just relaxing" and avoiding the hot sun. And a number of athletes who want to excercise and/or swim laps, and participate in organized events. In my mind, there will have to be a balance reached to accommodate everyone.
