The only problem with your premis is that all the main roads thru TV's are public and as such the paths that run along side of them are not illegal for non-villagers to drive their carts on.

Also why is Stonecrest even being mentioned in this topic again. Since the Paradise Gate was put up they are almost non-existent in the traffic on TV's paths. Almost all of the Stonecrest traffic is only over the 15 year old Duke property path to Walmart, Aldi's, Bealls Plaza, and Lowes. You really need to find a new scapegoat for your other issues.
