Our lanai has this "knock down" finish. Here it is called "acrylic decking". We watched our contractors do this project. It is usually a multi day process. If your concrete is unfinished, they will first clean it and do an acid wash. After drying, they add a rough stucco and flatten it down. Then comes a primer coat followed by one or two coats of acrylic deck paint. (The darker colors sometimes require a second coat.)

The acrylic decking is easy to clean with a hose. Ours is also cooler to walk on. It lasts a long time (depending on use) and covered or uncovered. Reapplication is cleaning then repainting the deck.
