The funding delay is not caused by Congress. Congress has agreed to make the money available, but an amendment has been added to provide additional funding for Planned Parenthood. POTUS Has said he will not sign the bill unless it contains the PP funding.

So, it seems to me that Obama is the one playing with our health.
