If I drop it out of an airplane at 20,000 feet it will hit the ground at 176 mph----will they be there to ticket it then???? All carts tend to get a little over 20 when they first start downhill until the governor kicks in. I think the point is that the cart is not permitted to be
MANUFACTURED or
MODIFIED to go over 20 on level ground
