His peak approval rating was SOLELY because of 9/11.
It wasn't an approval of The Simpleton himself, it was purely Americans uniting in their patriotism...in response to the scum that took down the Twin Towers.
ANY POTUS at the time would have had at least the same...and probably higher approval rating.
And please get your facts straight, it wasn't 99%...it was 92%.
