Unless it's a real "slow policing day" I don't see police officers spending much time watching for golf cart violations or, for that matter, bicycle's either. You could write a hundred tickets a day enforcing Bicycle's who rarely stop at stop signs and same with golf carts. Do want your local police to patrol these areas for violators or would you rather have police officers doing more important challenging police work?
Think about it. You can walk across Rolling Acres Road or ride a bike across but can't legally drive your golf cart across the road. Really, are any of these safe? For that matter, the way the entrance to the strip mall is designed, it's hardly safe for a car. Fore!
