The irrigation systems south of 466 use recycled water. The water that comes to your hose is the household water.
The article did not say anything about hose water being from the recycled water. It is addressing the irrigation systems.
Drinking water from the garden hose is not a good idea because of the kind of materials used . . . "Most regular garden hoses can release small amounts of chemicals from their inner walls and fittings, which makes them unsafe for drinking water. . . Unless you purchase hose made from high-quality EPDM rubber and has been FDA-approved for potable water use."
Also, water that has been "resting" inside the "hot" hose may contain grow bacteria. It is not advisable to drink it, especially the first water coming out of it.
Hose water is OK to use to wash your car since it is not the re-claimed water.
