If it were required on every plate and you had no choice if you lived there, it would cross the line. However this is something you must pay to get and something you must chose to get. In VA I can get plates with birds, flowers, a bay crab, Virginia Tech, UVA, and many others. So no this crosses no line, just another way states grow revenue.
