You should NEVER pull the permits for construction work, unless YOU are actually doing the work. The county uses this process to confirm the contractor is licensed and insured. Also, you mentioned a garage, so you will probably also need a driveway, there is a separate permit required for driveways (no cost) but these do NOT go through the building department. I had to go to Sumter County (Bushnell office) to get the permit.
A word of caution either get the ARC approvals yourself directly, or make sure you get copies BEFORE any work starts. I got burned using the contractor to get the approval.
Also, you should get referrals and 3 bids for the work, and no up front payments. Partial completion payments are acceptable (IMHO), but the final payment of 20% to 30% should be held until all inspections are completed.

Good advice. Negotiate a payment schedule and never over pay the contractor for work performed. Final payment when you are satisfied with the work. Good luck.
