Since you have all the stats, how many sponsors/cosponsors did all those bill have? There was one bill to designate part of I-395 in honor of Cal Ripken. I expect that bill had 80+ cosponsors in the Senate alone. Just because someone cosponsors or even sponsors a bill does not mean that they've even read the thing. Everybody gets in line to have their name on popular, no hassle bills, especially neophyte legislators.
