I took a look at the 10 bills that you listed that he sponsored or cosponsored.
Let me say first I'm not sure I completely understand the difference between sponsoring and cosponsoring. My understanding is that a few senators will write (or have their staffs write) a bill. One of these will become the sponsor, and the others will become cosponsors. Then a lot of other folks can sign on and become cosponsors as well. Looking at the cosponsors, it's not always clear which ones are the key ones. Nevertheless, here's the list:
Promote relief, security and democracy in the Congo (2125): Sponsored by Obama, with 12 cosponsors.
Develop democratic institutions in areas under Palestinian control (2370): Sponsored by McConnell, with 90 cosponsors.
Improve mine safety (2803): Sponsored by Enzi, with 11 cosponsors.
Increased breast cancer funding (597): Feinstein + 62 cosponsors.
Reduce preterm delivery and complications, reduce infant mortality (707): Alexander + 42 cosponsors.
Strengthening the Freedom of Information Act (2488): Leahy + 17.
Full disclosure of all entities receiving federal funds (2590): Coburn + 47. I know that Obama was one of the founding cosponsors.
Extend Terrorist Risk Insurance (467): Dodd + 33
Amend the Patriot Act (2167): Sununu + 31
One addressed the needs of the Armed Forces
Wave passport fees to visit graves, attend memorials/funerals of veterans abroad (1184): Biden + 2

The bottom line: Obama was the lead sponsor on the bill involving the Congo, and one of the early sponsors on the bill involving the searchable database. He's likely also one of the leaders in the last bill. Both the first and third seem like rather minor issues. The second is more substantial.
