You truly need to read the summary yourself. Carefully. Among other things, any excess electricity you generate may be waste, not "sold back" to the utility. Besides, you could PASS A LAW. Does this need to be in the STATE CONSTITUTION? The CONSTITUTION??? Absolutely not.
