The forecast was ever increasing costs with the worst of impacts occuring in 2017.

Really Obama is a failure??? Try again, he got us out of one of the worst recessions (thanks to republicans), increased housing market, unemployment down, put more people to work, economy is growing, got health insurance for millions of people who didn't have it or had a pre-existing condition that insurers wouldn't over, and had less government spending than previous presidents. Oh yes, such a failure.
