Other than it is against the law, that is so wrong for so many reasons.
I grant you that in a highly commercial area, such as on 441 say, it is difficult to do because of all the turning into a shopping area.
But in other areas if you flash your lights or honk your horn, these people in the left lane actually get annoyed!
Perhaps if the police started giving tickets to those who think they own the road, they will drive the right (and correct!) lane.

There is nothing more frustrating than some bozo on I-95 just obliviously driving 55 in a 70 zone in the left lane, worse yet driving side by side with another bozo going 55 in the right lane. But the worst are those who INTENTIONALLY drive way under the speed limit in the left lane because they view themselves as the final authority on what THEY believe the speed limit SHOULD be. Ticket all of them!!!!!
Now, if you want to drive 25 on a residential street posted at 30, fine. But high speed expressways are exactly that---high speed. If you can't handle that, stay on US 301. Better yet, walk---you'll get there quicker
