But I agree, if you are going to drive the speed limit or lower, you should drive in the right hand lane. It drives me crazy when I have to drive down 441 and there is some Bozo in the left hand lane going under the speed limit. In fact, a law was recently passed in Florida that states if you are in the left hand lane and another vehicle approaches from behind, you MUST move over to let that vehicle pass. It does not matter if you are going 40 or 140, if the driver behind you wants to go faster, you must get out of the way and let him.
If you are in the right hand lane and the car ahead of you is going slower than you, pass on the left. If you are in the left hand lane and no one is in front of you and someone is behind you get the **** out of the way.
But you are driving in the left hand lane and no one is behind you, I don't believe that there is any violation. Or if you are in the left hand lane and the car in front of you is holding you up and you in turn are holding the car behind you up, I don't believe that there is any obligation to move to the left. In that situation, you may, if it is safe to do so, pass the slower moving vehicle on the right.

Of course, that is kind of like the proverbial tree in the forest that falls with no one around---does it make a sound? If there is no one behind that driver, who could be unhappy?
