I don't know what brand or type of parts are installed? but IMO only two ways water can migrate to the bowl from the tank. One down the overflow tube which means the float is adjusted too high or shut off valve leaking? the other would be the flapper at the bottom of the tank leaking. So. if water is flowing down the overflow (you can see this when you lift cover off top of the tank water will be running down the overflow tube) its float or valve leaking problem. When you look in the tank if the water level is two inches below the overflow tube and close to the water level line on the tank, then it the Flapper gotten hard and not sealing which makes the valve open and close periodically, which you will hear the toilet run and rhythmic time table. I doubt its the tank seal that the flapper seal on IMO. When I have this problem it's usually the Flapper. I just buy new flapper and install it.
