None at all - as I pay for my own dog, training, and I have private insurance (not part of any exchange). To my knowlege, other than private subsidies there is no insurance (including Medicaid - Medicare) that allows for any reimbursement for a guide dog (and often also for vehicle modifications for disabilities).

Rights to access a facility has no bearing what so ever on a financial out pour from the Government nor does it cost any private business anything.

Oh, and if there is a "case" against a business, the legal onus is on the handler to file, pay for and retain council...simply not worth most peoples time and money. Trust me, any complaint to law enforcement falls on less than deaf ears.
