The framers of this " system " knew that this was nothing but a plan to move the cost of the uninsured onto the backs of those who had been paying for their insurance .
This is why Chief Justice Roberts called it a " Tax " when the Court was asked to Rule on it`s legality . He stated " The Federal Government has the right to impose a Tax " .
