Hey, this is what lawyer's are trained to do! create laws through lobbyists, Sue to keep the flow coming, once get bunch to agree, they get paid whether they win or loose. That's why there called ambience chasers. This what you get when politicians are ex lawyers, get under the table money from lobbyists to create wording that nobody can understand so NO MATTER WHAT YOU DO you can find lawyer that will make you look like saint.
