Powell was retired. Mattis is retired. The rule is that he has to have left the service at least seven years, without a waiver. A waiver has been granted before, and it can be again. He is a civilian now so he is NOT military.
Time for the left to either get on the wagon or sit back and shut up. Either way is the "PC" way to handle the situation.
