Because at that level it does not matter whether one ran a company making pepsi or pancakes or locomotives. It is the intelligence, the business savy, the logic and decision making.

At the level Trump or any other executive is recruiting one does not have to be "experinced". When all is said and done it would be nice to have someone who has that depth, however it does not happen that often.

Then there is the plus, an actual benefit to having people who are not a part of the "establishment" of a given entity.
The fresh look and perspective allows one to challenge why things are done the way they are.

The above attributes are exactly why large consulting companies are brought in to facilitate analyzing why companies have issues/problems/financial difficulty/etc.

The establishment knows why things work the way they do and are usually in a comfort zone and usually unwilling to do what is neccessary to bring about change.

The perspective of a fresh, new set of eyes, ears and experience will always bring improved or better results.
