The link you provided is from a commentator, and there is a disclaimer that says that he in no way reflects the view of the website. And Jan has been saying that Trump plans to do all those things about getting rid of Social Security and Medicare, not congress. What you linked to was an opinion piece, which said that congress (not Trump) was planning to privatize those benefits. She's the one that has been screaming "the sky is falling, the sky is falling" like Chicken Little.
