In theory that's true. In reality, Obama has been abusing his power consistently and has never paid for violating the Constitution. The Supreme Court has found him wrong on several occasions, but that didn't matter to him. He knew no one would do anything to him because of his color. There would be riots in the streets of D.C. like the ones when MLK was murdered.
Did congress OK his "grant" to the opposing candidate in Israel, that lost? Just one point.
