"What difference does it make?" Obamacare was flawed from the start and the left refused to allow the right to join in to fix it. They were completely shut out from the Dems behind their closed doors. So, whether it is modified or replaced with something that helps EVERYONE instead of just the lazy, what difference does it make how it gets done? Obamacare was an unnecessary monster to begin with. It did not do half of what was promised, and it was not supposed to. It was meant to fail so that a socialized, single payer system could be forced on us. If Hillary would have been elected, they would have succeeded in their plan.
