Please list the intel agencies that don't believe Russia was behind the hacking. Senator John McCain R-AZ is calling what Russia did "an act of war". Wouldn't it be interesting if congress declared war on Russia just as Trump is sworn in?

And I will reiterate. These are the same US intel agencies that swore that Saddam had weapons of mass destruction. US intel agencies have been decimated over the years and are never 100% correct.
