These were the same state and local governments that accepted federal money to shore up the levies and used that money for something else.

We attacked Iraq based o the intelligence that we had at the time. This intelligence was brought to us, by the way, by the same intelligence agencies that are now claiming that Russia hacked our e-mail system. It's interesting how so many of the same people that rejected that information are so ready to accept this new information.
