Poverty is blamed because you CAN'T blame them...the blacks themselves.
If we admitted to the truth...blacks would go right back to slave status. so, we lie, and we blame poverty and ourselves (society) for their lot in life. When it's really them being incapable of living in a modern society, a modern civilization.
