Bush's high mark came immediately after 9/11 and he was simply the recipient...of overwhelming patriotism by American citizens.
He11, had OJ Simpson been POTUS...he would have received the same short-lived high approval rating.
What is more important (and indicative of the truth), is that The Shrub slunk out of office...
with a 22% approval rating.
