It's SUPPOSED to work...Congress makes laws, the President agrees, the SCOTUS is there determine if the law is constitutional.
However...what we REALLY have is...95% of the "laws", actually "regulations" are made up by...UNELECTED ex-whatever business they'll regulate...crooks placed there by our politicians. Even the SCOTUS is a case of the foxes picking who will guard the chicken coop.
The entire system is completely corrupt and needs a REAL swamp draining...not just "different" swamp creatures installed.

I agree on the "real swamp draining", however voters were conned into thinking trump would do it. Look at his cabinet appointee's, more swamp people.
