They've ALL...WANTED to be dictator...but they are not.

The president is like a CEO...he's the "head honcho", but he STILL answers to the board of directors. The "board" runs the government too. The president/CEO's job is to make what the board wants happen...happen...and make everyone working there...WANT it to happen. They're salesmen...unfortunately, in the case of the president, snake oil salesmen.
