How can someone that simply types something on a screen be a bully? This person cannot do any harm to anyone reading his idiotic posts. He is simply someone who gets a thrill by annoying people. Getting annoyed by him is only giving him what he wants. The only things to do are to either don't read his posts, read them and don't respond (you see how annoyed he gets when no one responds) or respond with irrefutable facts.

Ignoring him is probably the best course of action because you can see how much it annoys him.

I get some enjoy from posting facts that he can't refute, but that's probably giving him too much respect. Sorry, but I enjoy it.
