When situations like that happen, it always makes me wonder who the actual decision-makers were, and what "facts" impacted the decision.
A similar mess occurred in Boston many years ago at a location referred to as Columbia Point. The site was a dump - a garbage land fill. I remember as a kid going there to shoot rats, and they has some big ones there. You never could make a dent in the population. The State of Mass. put a public housing development there, and it was miserable. The State later got the idea to put the University of Massachusetts (Boston Campus) there as well, and the pilings going into the compost (needed to make a foundation base) went down a couple of hundred feet, hitting pockets of methane along the way. The campus was built and the buildings kept shifting (and cracking) for many a year. Eventually the crown jewel was built - the Kennedy Library - on that site. The total costs were staggering, but construction (and repair, and repair, and repair) continues.
I guess as long as someone makes a profit.........
