I was able to get ARC approval for all of my projects (3) in around a week to 2 weeks. I completely agree with above, call ARC and ask, but as long as you are not changing the size or dimension of the driveway, there should be no concerns.
Now a word of caution, if I understand, you are planning on removing pavers, and putting in new concrete. This new concrete would be 2 inches to 1 inch thick, depending on the pavers. I would be very concerned about separation of the new concrete from the old, and eventual cracking. IMHO, I would have the entire driveway removed, the based re-compacted (if necessary), and a full depth slab poured with all of the necessary reinforcement. Also, in any case, be sure you wait a month before any coating is applied for the concrete to fully cure.
