I once had a card get compromised within an hour of activating it.
It turns out that they don't need to steal your card number, just guess it.
In some overseas areas they generate thousands of potentially valid card numbers and test them by having a computer program try to make a 99 cent charge on iTunes or some other software download. When they find one that works, they'll run some charges through at $49.99 which doesn't require a signature, and hope that you don't notice.
