The "disclaimer" is just about worthless. It's not possible for the owner of the cart to have a permissive user sign away the rights of third parties to recover for the negligence of the owner or operator of the cart or car. Injured third parties will pursue operator and owner. Disclaimer offers nothing from that perspective. If the operator drove into a tree and damaged the cart they would be responsible for the damage, but third parties aren't limited by a "waiver" between owner and operator/renter.

Standard HO policy covers golf cart operation while involved in golfing activities and not much more. Leisure travel around TV won't be covered. So when using the owners golf cart the real issue is if the owners golf cart insured seperately and does the policy provide coverage for permissive users (the renter)? Some policies exclude coverage while the golf cart is "rented to others". So you have to deal with that also.

It's a lot more complicated than one would think but the real issue as a renter/user of the golf cart is whether or not the cart is insured and am I, the renter, covered. If not, can I get some type of short term policy to cover me while I'm using the thing.

Unlike renting a car, in which one of your own auto policies provide coverage for the typical use of a rental car, the only policy providing coverage for use would be the limited coverage offered bythe HO policy, or if you had your own golf cart insured seperately, it would most likely apply.
