Default Golf Cars and Merge Lanes

Hey. Driving through The Villages there are a lot of merge lanes (usually at water drains, and one strange one at belle Glade GC).

With the golf car lane on the right and car lane on the left, and a white line dividing the lanes, you will come up on a yellow merge sign.

Those with good to average eyes or who know the area will see or know these signs in advance.

Here is the problem, if you follow what you are taught in school, you do not cross the white line unless to avoid a hazard.

Since they set the roads with so little room for the golf car to merge from where the white line ends, and the merge begins, can this be considered a hazard?

If it is a hazard, and you know the merge 'hazard' is coming, and at merges the traffic slows to 20 MPH, isn't the safer thing to do is watch traffic and merge early when it is clear instead of getting to the end and sticking your hand out to merge.

I see a lot of people merge at the last moment and it seems like a hazard to me.

What do others think?

Can the merge be considered a hazard?

Bottom line for me is that I merge when I feel it is safe and not at the last moment.
