They are paid employees of the Villages. I do know that one of their responsibilities is to observe and report any little ceramic bunnies that may be on the front porch. My wife got a written citation from the Villages for having an 8 inch white ceramic bunny next to a bush. It was clearly a violation of deed restrictions. She'll be out in 2 more years.
