It seems like deed restrictions are only really as good as the ability to enforce them.

There are some deed restrictions that are a lot like that Invisible Fence thing people have for their dog. There's a battery in the dog's collar. The ads say that the collar gives a "gentle correction" if the dog tries to leave the yard. Once they are trained, most dogs agree to staying in the yard. Maybe because they like it in the yard. Maybe because their people are in the yard. Or maybe because they don't want to risk that "gentle correction." First it's a beep. And then it's a quick zap. But that's pretty much all that collar's got. Kind of like a lot of deed restrictions.

Every once in awhile, there is a pushy dog. And that dog does not care about the "gentle correction." That's a dog that just wants to do what he wants to do. And sometimes that pushy dog finds out that the battery in its collar is actually dead. No more beep. No more zap. Nothing.

And then that pushy dog is out there all the time. Running up and down the street. Doing whatever he wants to do. People chasing him. Yelling at the dog to get back in the yard. Trying to get all the neighbors to chase and yell, too.

Yep. Lots of deed restrictions are like those invisible fences.

I sure don't know anything about how those deed restrictions are enforced in TV. But I do know that everybody seems to like it there. And Villagers understand the deed restrictions and the need to have them. Villagers seem to agree to those deed restrictions. Most Villagers anyway.
