It's just a total lack of respect for those around you. When I visited true southerners(those that were born in Kentucky and Alabama and still live there) they expected me to have manners....those from the south are actually more tuned in to what is appropriate...and my parents taught me what was appropriate in their eyes and my southern friends drilled it into my brain. Everyone here has a reason to justify living they way they want to live......and I guess it would be nice to say that what someone else does doesn't bother us.....but we all know it does. If it doesn't conform to us, then we have an opinion. It's not going to change, but we don't have to like it. Take off the hat and buy a comb if your vanity over your hair gets in the way.
