Hispanics are really for the most part Native Americans from the southern tribes of C and S America mixed with Spanish blood. They have very little "white" in them but they're classified that way.

And a poor neighborhood is not poor because Hispanics or African-Americans live there. It is poor because of work opportunities, gangs, drugs, access to education and a wide variety of factors. Many of these are historical which no one has much control over unless a wealthy benefactor takes an interest in changed the various influences making this area economically challenged.
