Forget which laws or right of way. Waving carts across creates a dangerous situation then and in the future. There are cart operators who think those crossing lanes give them the same rights as pedestrians and assume cars will yield to them. They saw it happen at the gates other times, so it must be true. It also creates confusion when the cart driver sees a car stop. Is it safe to go or not. Then both start to move, then both stop. You go. No, you go. Then the time when a cart is waved across only to have to stop for the car going the other way. I don't know about you, but I'd rather wait on the MMP, than halfway across the intersection.
About the only time I can see waving a cart across is when the traffic exiting the gate is so backed up that nothing is moving and allowing a cart to cross makes sense. But stopping a line of traffic that is moving is not a good or courteous thing to do.
