I stand corrected:

2.8 Each Home and Homesite must contain a concrete driveway, and a lamppost must be erected in the front yard of each Homesite.

However, in the almost 4 years I have lived here, 2 neighbors were told to fix lampposts lights that were not working, so I assumed that they were required to be working. No idea if Community Watch or a complaint initiated the request to have the lights repaired.
