Most of the lakes (by FL definition) and ponds are designed to collect run off, planned for each developed area whether housing/commercial/other.

They are listed on the drawings and well noted that they may or may not contain water.

They have nothing to do with the potable water supply, maybe other than reflect the amount of rain an area has/hasn't had.

You have a lot more to worry about for example with the potential for dwindling gasoline/oil supplies than you do water.
