A system somewhat like you're suggesting is in use at Hernando Beach, but with boats. Many canal lots were built and owners installed docks and keep their boat in the backyard. However, the canals go nowhere, they are fresh water. They must go through a boat lift system that picks up the boat and takes it across land to the gulf water canals. Then they are able to cruise out into the Gulf of Mexico. It's a very time consuming operation and when the lift breaks, no one can get out.
The best answer would be a roadway next to the current road or a tunnel. I believe a bridge going over top the turnpike would be a much more dangerous situation.
