Comey is so stupid, he is not even familiar with any Federal Laws. Proof is his stupid, ignorant remarks about Hillary not being indicted because he could not determine "intent." Anyone knows, with or without a law degree that the laws she broke did NOT require "intent." If he is that stupid, then anything he says about statutory law must be double checked.
