My jaw dropped when I heard that today.
Especially given that even his own people, like McMaster/Tillerson/Mattis, were adamant that it be in the speech.

THERE HAS BEEN ONLY ONE TIME THAT ARTICLE 5 WAS INVOKED...AND THAT WAS AFTER WE WERE ATTACKED ON 9/11.

ONLY EVER been used to show support for us.
I smell the slimy hands of Bannon all over this.
